The Compact Muon Solenoid (CMS) is one of the main detectors in the Large Hadron Collider (LHC) at CERN. The CMS is designed to detect a wide range of particles and phenomena generated from proton-proton colli- sions. The LHC will be upgraded for the high-luminosity LHC (HL-LHC) with increasing luminosity by a factor of 10 in order to maximize the poten- tial for discovery of new physics beyond the Standard Model. This brings significant increasing data from multiple proton-proton collisions and needs for improvement of the CMS detector performance as well as trigger al- gorithms to process enormous data. This thesis presents a Level-1 (L1) pixel-based muon trigger based on a newly added ME0 detector and a new pixel detector with extended coverage in the forward region for the CMS Phase-2 upgrade. Furthermore, the L1 missing transverse energy (MET) trigger algorithm for a newly introduced L1 correlator trigger based on the field programmable gate array (FPGA) for the HL-LHC will be presented.
